The International Organization for Legal Metrology is one of three organizations established to maintain the International System of Units under the terms of the Metre Convention (Convention du Mètre).

National Metrology Institutes are the highest authorities on metrology within their respective countries. They produce certified reference materials for the purpose of serving their metrological laboratory network or other countries that are part of the ILAC (International Laboratory Accreditation Cooperation) mutual recognition agreement.

Reference Material Producers (RMP) are laboratories producing certified reference materials (CRM) that are accredited by the metrological authority of their respective countries and whose metrological criteria meet the guidelines established by the norms ABNT NBR ISO 17034, ISO GUIDE 30 to 35, elaborated by ABNT and ISO/REMCO - Reference Materials Committee of International Organization for Standardization.

Quality Laboratories, R&D departments and in general the National Industry make use of the CRM standards produced by reference material producers accredited according to ABNT NBR ISO 17034 to ensure the highest quality and lowest uncertainty in their processes

Metrological excellence in industrial processes and laboratories requires even better precision and accuracy traceable to the international measurement system. This traceability is only guaranteed when CRM standards are used in the measurement process. For this reason, the American industry laboratories acquire the standards produced by the network linked to NIST (National Institute of Standards and Technology) and the German ones the standards of the network linked to PTB (Physikalisch-Technische Bundesanstalt) although they can acquire them from accredited laboratories from any other country, obeying the hierarchy of the metrological system up to the IBWM (International Bureau of Weights and Measures). In Brazil there was no network qualified to supply them locally. Currently, Inmetro, demonstrating all its quality and capacity, has qualified its network RMP - ISO 17034 (Digimed) enabling them to be exported.

Certified Reference Material

Certified standards follow standardized criteria based on  ISO 17034. Considered the top of the metrological pyramid, the certified reference standards are synonymous with quality and reliability. Enabling a network of laboratories producing ISO 17034 reference material is a milestone for the industrial sector in countries with high growth and development potential like Brazil.

The Certified Reference Material is accompanied by its certificate stating the value of the quantity, pH or conductivity, certification date, batch number, uncertainty value for an established confidence level, metrological traceability and expiration date, results of the production process and characterization and homogeneity and stability studies as specified in the ISO standards. Additionally, part of each batch produced is retained in the RMP laboratory for batch quality monitoring, guaranteeing the certificate information until the end of the validity period.

The characterization is performed at a temperature of 25 °C and the procedure is oriented according to ISO GUIDE 35 [ABNT ISO GUIDE 35, Reference Materials - General and statistical principles for Certification. Brazil, 2012] and the whole procedure is in accordance with DIN 19266 [DIN19266, Standard buffer solutions for calibrating pH measuring equipment, January 2000] and NBR 14339 [NBR 14339, Water - Determination of pH - Electrometric method, June 1999].

Homogeneity and stability tests are also performed before being commercialized.
